They are and have inside and outside dining. They go by the current rules but I didn't have to wait for breakfast.

yes rhey are. they'll have reduced hours. I believe they said 5am to 4pm. but that might change.
I do not think breakfast is served all day. Round the clock and round the east york serve all day. Call storybrooke restaurant just to be sure Anthony
